On Wednesday, Dr Matiang'i warned governors against delaying payments for Small and Medium Enterprises, who supply goods and services to counties.

The delay, Matiang'i argued, has hurt development of the country, warning that he will not hesitate to take actions against governors defying the order.

"The Treasury has released the full allocations of the equitable share of revenue due to county governments. We expect all the devolved units that haven't honoured their obligations of paying eligible pending bills to do so without further delay," he said.

Reacting to the tweet, Ole Kina accused Matiang'i of overstepping his mandate by trying to interfere with roles of other state organs.

Matiang'i, he argued, should direct his focus on national government where he should be coordinating payment of pending bills.

"I agree with Kipchumba Murkomen on the issue of pending bills. Fred Matiangi has no role in directing counties to pay their bills. That is our work. (Hiyo ni kazi yetu)! Everyone should do his work (Na Kila Mtu afanye kazi yake)! Governors you are failing Kenyans. Matiangi should ask national government to pay bills they owe," he wrote.

Last week, Treasury held equitable share for several counties on claims they had failed to clear pending bills as directed by President Uhuru Kenyatta.
