Through a press release, Nyagarama transferred 65-year-old Bernard Osumo from Youth and Gender to Public Service Management while the occupant of the post Johnstone Obike was moved to Trade and Tourism.

But the changes have irked a section of leaders mainly from the ODM side who insist that the governor ought to have sacked a number of ministers.

"This is not helpful. He's just replaced mediocrity with incompetence. Better he'd have just left the status quo to prevail. Nyagarama glorifies incompetence," said Dennis Marube, the ODM Youth League Leader.

The party's county Chairman Richard Kaka added: "It is six years of devolution yet we're stuck. We can't move because he's recycling same faces. We are even aware that most of the ministers are his relatives."

Youth and Gender docket will remain unfilled for same time but one Pauline Oyugi, a sister-in-law to the governor, could take over after Nyagarama submitted her name to the assembly for vetting.

The assembly's Selection Committee had rejected the name over integrity issues but sources say MCAs have been lobbied to push for the name after they resume in February.
