The Controller of Budget has released a shocking report on how county governments misappropriated funds for the year 2018/2019 through misplaced priorities, frustrating development.
According to the report, most county governments allocated little or nothing for development, making it difficult to realise any meaningful development from the 50.9 billion shillings that allocated for counties.
The report further reveals that Members of County Assembly and county staff have been receiving huge allowances and enjoying foreign trips contrary to the spirit of devolution.
Out of the 50.9 billion, only Ksh.3.5 billion was used for development across all the 47 counties while the remaining Ksh.47.4 billion was channeled to various accounts to cater for personal emoluments among other expenses.

According to the report, of the 47 counties, only Narok County under governor Samuel Ole Tunai spent a satisfactory amount of money on development.
Narok county spent Ksh.847 million on development representing 25 percent of the Ksh.3.2 billion shillings allocated.
