In some of the recommendations, the team recommend for the reintroduction of the Prime Minister position.

According to the report, Prime Minister shall be appointed by the President from among the elected Members of Parliament.

Further, the holder of the office of the Prime Minister will be in charge of government business in Parliament. But who exactly has won big in this BBI report?

Amani National Congress Secretary-General and political commentator Barack Muluka think that Deputy President William Ruto is the biggest winner of the BBI report.

In an opinion column on the Standard, Muluka believes that whichever way the BBI report debate goes, and whichever the final verdict, the DP has nothing to lose.

" BBI was proclaimed to be a competition between Raila and Ruto. Ruto has nothing to lose, regardless of what happens to BBI report, provided it remains intact. Whether it is sent to a referendum for a vote, or it goes to through Parliament, the difference is the same," Muluka said.

So far, the pro- Uhuru and Raila camp is rooting for a referendum. However, the team-allied to Ruto wants the parliamentary way.
