Dennis Itumbi wants a pay bill number set up to help ailing National Super Alliance chief executive officer Norman Magaya.
In a tweet on Tuesday, the Jubilee blogger described Mr Magaya as a hard worker who knew how to spin and what it means to be a loyal friend.
Itumbi said the NASA executive did not allow politics to stand in the way of friendship.
"Norman Magaya knew Loyalty. Spin and worked hard. He also ensured politics did not interfere with Friendship. Leta Paybill tusaidie yeye, " he tweeted.
Itumbi's intervention comes amid claims that the Orange Democratic Movement (ODM) party has abandoned Norman Magaya.
Magaya came to symbolise the opposition's struggle against the government in the aftermath of the disputed 2017 election that the ruling Jubilee Party won.
He collapsed in 2017 in Bomas of Kenya and was rushed to the hospital.
The ODM party has rejected claims that it abandoned Mr Magaya, saying that it has come through for him and will continue to do so.
Claims of abandonment were peddled by bloggers Robert Alai and Dikembe Disembe.
Norman Magaya denied the claims in a tweet on Monday, saying that the party had stood with him.
Sometime this year, he revealed the mental and emotional toll that his condition had had on him.
