With eCitizen, one can easily obtain the certificate without any trouble. Provided you have a national identification or birth certificate, you are good to go.

This is the procedure for applying the certificate:

If you don't have an eCitizen account, then you will be required to register on ecitizen.go.ke for free. 

After this step, log in to your account and on the dashboard, click "get service now" which is under the category "Directorate of Criminal Investigations."

Simply follow the guidelines on the site and you will be able to successfully fill in the required details. 

The fees required for application of the certificate is Sh1050. Choose the mode of payment and do the necessary. 

Download and print two copies of the payment invoice and a copy of C24 on both sides of the photocopy paper.

After you are through with the online part, you will be required to submit the printed forms, the invoices and the C24 to the CID offices alongside an original identification document or birth certificate in the case of underage people.

At the CID offices, they will scan your fingerprints. The CID headquarters are located along Kiambu Road, past Muthaiga Golf Club.

They will tell you when to pick the certificate.
