Members of the Siaya County Assembly on Wednesday passed an impeachment motion against Health CeC Dorothy Owino over gross misconduct allegations.
The ouster was based on claims that the named diverted 29 per cent of funds meant for medicine to pay off debts, as well as claims of abuse of office and incompetence.
The impeachment followed a report from a select committee that found her guilty of channelling the funds to paying the debts in the 2018/2019 budget without the assembly's approval.
Sing'omre MCA Erick Odawa said that the move points at a person lacking respect for the House, with the MCAs claiming that her actions caused health facilities in the county to experience a serious shortage of medicine.
"Dorothy Owino is somebody who doesn’t take this House seriously. This is one person who is not aware of the procurement process, we are dealing with someone who is taking us for granted,” he said.
The CeC was also blamed for the pending completion of the maternity wing at Bondo Sub County Hospital after it emerged that she lent the funds to a construction company.
The members noted that the firm, M/S Tough Construction Company, was yet to complete the job despite having received the money from the ministry.
Led by Health Committee Chair and Central Gem MCA Abigail Otiende the MCAs unanimously backed her ouster.
North Ugenya MCA Frederick Opanga called for the blacklisting of the company in the county.
“The said contractor should be banned from doing any construction works in Siaya because the contractor took advantage and refused to complete his work. He has also refused to surrender the remaining amount to complete the said job," said Opanga.
