The stalemate between the National Assembly and Senate over the Division of Revenue Bill 2019 is not good for the country, Attorney-General Paul Kihara Kariuki has said.

Kariuki has now advised the Senate to embrace dialogue with National Assembly to ensure that the National Treasury releases funds to the counties for the implementation of various projects. 

He noted that the counties are staring at a financial crisis if the situation persists. 

The two houses are yet to agree on the bill that will determine how much will be allocated to both levels of government as President Uhuru Kenyatta seeks to leave behind a legacy before he completes his final term in office.

National Assembly has proposed that the National Treasury should give counties Sh316 billion but the Senate wants has settled on Sh335 billion. 

Kariuki said that county governments are at crossroads as far as service delivery is concerned because of the standoff between the two houses.

 “We are of the considered opinion that the Senate and the National Assembly may avail themselves of the opportunity afforded by the petition in the Supreme Court to record an amicable settlement,” Kariuki said in the advisory to the Senate.

The remarks come after President Uhuru Kenyatta reminded governors that the government is not in a position to allocate them more funds. 

Uhuru who spoke in Nakuru on Thursday, asked the governors to accept what they have been allocated for the sake of their people.
