Hassan Noor has lined up 18 witnesses to testify in his election petition against Mandera Governor Ali Roba.
This is according to Noor's lawyer Tom Ojienda, who told the High Court in Nairobi.
Roba, of Jubilee Party defeated Noor of EFP Party in the August 8 gubernatorial race, garnering 71,890 votes against Noor's 63,003 votes.
However, Noor rejected the results saying the election process was marred with malpractices, and now wants court to annul the results since election was not conducted in accordance with the law.
Noor demands that ballots from Mandera North constituency inspected, scrutinized, recounted and re-tallied.
In his petition, Noor argued that strangers known to Roba were deployed as presiding officers to oversee the election.
"IEBC trained officers were not posted to the stations, as returning officer David Ade decided to use strangers," he said.
According to Noor, IEBC's results does not reflect the will of the people.
"You can't post strangers to facilitate the electoral vices that took place", Noor noted.
Noor also said presiding officers were delayed from reporting to their polling stations on the material day something that created room for their replacements.
