John Mbadi said that the parliament is incapable of raising required numbers, adding that if subjected through the process, BBI will easily collapse.

“The surest way to kill BBI is through Parliament, which has never managed to raise two-thirds of members to make any constitutional changes. A referendum does not need to be expensive,” said ODM chairman John Mbadi.

His sentiments were backed by Nyeri Town MP Ngunjiri Wambugu, who said the process must be people driven to avoid technicalities.

“Let us allow Kenyans to read and own the process. We are asking the President to appoint an Implementation Committee of the BBI report,” said Wambugu.

A section of leaders allied to Deputy President William Ruto is rooting for a parliamentary initiative to have the proposals cemented in the law.

“We do not need a referendum, however, there are those hell-bent on the same. They want the referendum for the sake of having it. They want to take Kenyan to early elections.

"Why should we spend Sh30 billion on the referendum when we have other pressing issues to be discussed?” asked Senate Majority leader Kipchumba Murkomen.

The Building Bridges Initiative team submitted a report on Tuesday to President Uhuru Kenyatta and Kenyans will be keen to see the next step on implementation.

Already, the report is causing rifts between politicians on whether to be subjected to parliament for people for a referendum.
