A 35-year-old man from Nguluni, Matungulu Sub-County, in Machakos County was arrested on Friday morning for declining to take part in the census exercise.

According to Nguluni location chief John Bosco Ndambuki, the man has been avoiding the census enumerators.

"He has been telling them he will be back for them to return and meet a locked door," said Ndambuki in a phone interview.

"Today at around 7am the enumerators went to his house and found a padlock but suspected the man was inside the house," he added.

He said that after being notified by enumerators he called the police who came and arrested the man.

"He called the landlord saying he is away and will be back at 10am but after several knocks, he opened the door," he said.

 The chief observed that unless the man accepts to be counted, then he will be charged in court.

"If he accepts well and good if he refuses then he will be charged. For the time being, he is being held at Nguluni Police Post," said Ndambuki.

He observed that the exercise was going on well, adding that almost 90 per cent of the residents in his location had been counted.
