Renowned lawyer and legal analyst Steve Ogolla has weighed in on the ongoing impasse pitting the 47 county governments against the government over shareable revenue.
Mr Ogolla contended that the standoff had not found a resolution because Parliament lacked the courage to tell President Uhuru Kenyatta that he cannot unilaterally determine what the counties should get.
According to the legal analyst, the president would change his hard-line stance that the government has no money to meet the governors' demands for an increment if lawmakers engaged him.
"THE STANDOFF over Division of Revenue is partly because Parliament lacks the courage of conviction to tell the President he cannot unilaterally determine county governments shareable revenue. If it did, the President would be open to adjustment, and the dispute would be over," the lawyer's tweet read.
President Uhuru has maintained that the national government is not in a position to raise the amount allocated for the counties, asking county bosses to accept what has been given to them.
A number of legislators missed a session to discuss the impasse with the aim of finding a resolution.
Counties now face a possible shutdown in the coming days if the parties in the impasse do not move to reach a compromise solution.
