The Punguza Mizigo chief exponent claimed that the county lied to the people of the county that they would be given an opportunity to weigh in on the initiative.

According to him, the county advertised that there would be public participation but that pledge was not followed through.

"Siaya county, first of all, lied to the people of Siaya that they are going to do public participation.

They only advertised for public participation, never carried it. Never even debated the bill, " Dr Aukot said.

All the counties that have had the opportunity to vote on the bill have rejected it with the exception of Uasin Gishu county that passed it.

Dr Aukot has held the view that the counties rejected the bill because the MCAs were coerced by the leaders of their respective parties to reject the bill.

Critics of the bill contend that there was no public participation that was carried out to factor the views of Kenyans in its draft.

There are those like Garissa Township MP Aden Duale who have expressed fears that the bill will roll back the gains made under devolution.
