Confusion had emerged following an ongoing wrangle over a piece of land being claimed by both the national government and the county government of Homa Bay.
County Commissioner Herman Shambi has since blocked the county government's attempts to build a ward representatives' block in the piece of land situated in Homa Bay Town.
In early August, the county assembly management did a groundbreaking ceremony for the construction of the five-story building which was to include 64 offices, a job that was to be concluded within a year and a half.
However, the county commissioner has stopped the project, accusing the assembly of encroaching into government land and vowing not to let anyone transact business on the land.
"Anybody claiming ownership of the land provide proper documentation to that effect. I know there are people who grabbed the national government land at the onset of devolution," said Shambi as quoted by the Standard.
However, County Assembly Majority Leader Walter Muok has criticized Mr Shambi for making the move without consulting the House, arguing that they were given the land by Governor Cyprian Awiti, through his Lands County Executive.
“We consulted Governor Cyprian Awiti who gave the county department of lands green light to give us approval document for implementation of the project. We did not grab the land,” he said.
He noted that he has since raised the issue with the National Land Commission (NLC) as part of the attempt to ensure that the Sh348 million building project is completed.
