A report by the Auditor General Edward Ouko indicates that the Ministry of Health cannot account for Sh10.9 billion in the financial year that ended on June 30, 2019.

The Ministry failed to produce crucial payment vouchers and other documents for auditing, which raised an alarm on the expenditure at this ministry. 

It was further revealed that Sh10.9 billion were not transferred to the new deposit account after medical services and public health were joined to form the ministry of health. 

According to the assets and liabilities balance, the ministry was supposed to have a bank balance of Sh52 million. However, their cashbook indicated that Sh1.2 million was missing. 

Compensation of employees payments indicated that Sh6.7 billion was spent for the 2017/2018 financial year. However, Sh4.3 billion could not be traced as the payment vouchers were missing for auditing. 

The ministry also spent a whopping Sh979 million in acquiring specialized materials. However, documents to confirm the usage of Sh46 million were not provided. 

Another Sh2.3 billion was used to acquire assets. Unfortunately, no records were provided to prove how Sh83 million was spent.
