Siaya County governor Cornel Rasanga has informed residents of the achievements and performance of his government for the last two years. This was in a state of the county address which is a requirement under the County Act as a fulfilment of the constitution of Kenya 2010 requirement to good governance, accountability, transparency and timely accurate provision of information to members of the public. Siaya County received Sh 3.6 billion for the current 2013/2014 financial year budget of which Sh 2.3 billion was allocated for recurrent expenditure and the remaining Sh 1.3 billion for development expenditure. Governor Rasanga mentioned that his government has set up structures to enable smooth transition from the defunct local authority to the County government. He stated that his government focuses on five key development areas that include: food security, improved health care, accessible road network, uplifting education standards and enhance infrastructural development which are well stated in the County Integrated Development Plan (CIDP for 2013 to 2017) that was done through a consultative process that inculcated all members of the society. In the agricultural sector his government has introduced mechanisation to improve the farm acreage in a bid to improve food security and promote agri-business in the health sector the county has purchased six ambulances at sh. 45 million and improved the infrastructure of health facilities. They have further allocated Sh 4.8 million to employ 2,148 community health workers and enrol them for health insurance. The county state of address ceremony was also attended by Siaya County Women representative Dr Christine Ombaka, Bondo MP Gideon Ochanda, Siaya County Assembly Members led by Speaker George Okode, county officials and members of the public.
