Alliance for Real Change (ARC) party leader Mohammed Abduba Dida now wants entrepreneurs to avoid dealing with county governments over delayed payments.
He says that payment for goods and services delivered by the entrepreneurs and Small and Medium-sized Enterprises (SMEs) is taking too long to be made by the county governments.
He warns that this is a threat to the continued existence of the ventures, and want them to consider avoiding dealing with the counties if they intend to continue operating.
The former presidential aspirant has also pointed out that no county has a payment plan for the enterprises, which makes it risky for them (SMEs)to deal with them.
"SAD REALITY! Devolution is killing SMEs. Counties take as long as 2 years to pay! No county has a payment plan for SMEs. Entrepreneurs, AVOID dealing with counties unless your parent is the governor like Waititu (Kiambu governor Ferdinand Waititu). Those who are victims, share your experiences to teach others," he stated in a tweet on Tuesday.
In December 2019, National Treasury Cabinet Secretary Ukur Yattani blacklisted 34 counties over unpaid pending bills owed to suppliers and contractors.
The counties had not cleared the bills as of June 2018, despite having received their share of the county allocation from the Treasury.
As a result, they were not to receive their share of the county allocation for this financial year.
