Nyando MP Fred Outa has protested the exclusion of Kisumu County residents in service delivery in the upcoming second Devolution Conference. Outa said was it unfortunate that most services have been outsourced from outside Kisumu County. ‘The conference is to be held in our county and you found out that most service delivery has been outsourced from outside,” he said. He said the people of Kisumu County should feel part and parcel of the coming conference due to start next week. The MP said most of the services, including catering, ushers and other general duties will be performed by people from outside Kisumu County. Addressing the press in Kisumu, Outa said there is no need to hold the conference in Kisumu when all services will be done by people from outside the county. He said there are many youths in Kisumu who should be recruited to perform general duties during the conference. The MP also noted that most leaders in the county have not be brought on board to ensure the conference is a success.
