Trouble is looming in the Kisumu County Assembly amid plans by ousted County Assembly Speaker Onyango Oloo to recapture the seat later in the day.

Oloo, who has been mentioned in the Sh4 billion Lake Basin Development Authority (LBDA) mall saga, was on Tuesday ousted in a dramatic sitting that turned chaotic.

But his deputy Roy Samo says he will be returning to the assembly to resume his duties during the afternoon sitting.

This comes at a time when Oloo's responsibilities have since been given to North Kisumu MCA Elisha Oraro in an acting capacity.

According to Samo, their plan includes picking him from the Kisumu International Airport, and driving him to the chambers.

“We have our plans ready. We will pick the Speaker from the airport and drive him to the county assembly where he will resume his duties,” he told the Standard on Wednesday.

Samo claimed the Ward Rep who signed the petition confirming Oloo's ouster was not a member of the ODM party, making the ouster which enjoys the support of among others, Majority Leader Kenneth Onyango, illegal.

“The assembly had adjourned before the Acting speaker was elected. The petition ODM MCAs signed to confirm Oloo’s ouster was signed by an MCA who is not a member of the party,” he added.

However, Onyango and a section of other MCAs allied to Oraro are of the contrary opinion.

“If the Speaker is absent, then the assembly has powers to elect an Acting speaker to take charge,” he said.

This comes at a time when security has been beefed at the assembly premises after a Tuesday clash that saw a sergeant-at-arms injured as the others fled.
