In an audio clip trending on social media sites, Ngilu is heard vowing to train and arm Kamba men to face Somali herders who she accuses of encroaching on Ukambani farms.

Keynan termed the governor's remarks as unfortunate noting they could lead to bloody ethnic clashes.

"The government must ensure that no leader incites members of the public against each other and cause anarchy. The utterances by Ngilu are unfortunate and can have serious ramifications," he tweeted on Wednesday.

The Jubilee legislator said Somalis were not second-class citizens and asked the government to protect them as drought and famine continues to bite hard parts of larger North Eastern region.

"Members of the Somali Community living in Kenya  do not live at the mercy of anybody. They are Kenyan citizens entitled to live, move freely and do legitimate businesses in any part of the country," he said.

"Any leader who believes a section of the Nation is their tribal cocoon is not only misguided but is also trading on a dangerous path. Somali herders who are severely hit by the drought are entitled to government support and protection," he added.

In the audio clip which remains unclear when it was recorded, Ngilu, speaking in Kamba dialect, accuses Somali herders of endangering lives of members of her community, saying she will take it upon her own duty to arm Kamba youth to offer protection.

"Don't think those guns are so powerful, I will give you money to get some and train our men on how to use a gun, bows and arrows so that we deal with them, there is no other option," the county boss said.

Keynan asked the government to 'hold her to account and ensure that no civilian is hurt by her reckless populist political statement'.
