The National Assembly has passed the Division of Revenue Bill, allocating the 47 devolved units Sh316 billion.
This, however, comes at a time when the county bosses have been pushing for Sh335 billion, arguing that the allocation is insufficient.
The bill passage is likely to worsen the already existing animosity between governor and the lawmaker and comes only two days after the Senate, in agreement with the governors, passed Sh335 billion after passing it in a majority vote.
Governors last week demonstrated in the streets of Nairobi, demanding more funds and complaining that the little allocation will bring operations in counties to a standstill.
Led by Council of Governors chair Wycliffe Oparanya, they also filed a case at the Supreme Court.
However, it remains a wait and see affair, following President Uhuru Kenyatta's Thursday declaration that he will not give them any more money.
Uhuru said that the extra money the governors are demanding cannot be sourced by the central government.
“Huwezi kukula ile ambaye hujapanda. Tunataka county zetu zifanye kazi lakini ukienda uitishe pesa ambaye haiko itatoka wapi? (You can’t eat what you haven’t sowed. We want our counties to work but if you go and ask money that is not available, where will it come from?) said the President at Kirwara Boys High School in Gatanga.
