Governor Jack Ranguma has asked residents to give him one more term to develop the foundation of devolution he started.

Mr Ranguma said he needed five years to make a foundation which will make the development blueprint for the county for the next 50 years.

Addressing residents on Thursday during East-West Youth Group meeting, Ranguma said devolution was a new concept and governors needed to put structures in place.

"This is a new concept which no one can assume to be comparing my performance with another person. Remember we have had to wade through heavy tides in our efforts to implement devolution," said Ranguma.

According to the governor, those meant to defend devolution joined the fight to ensure it failed, and the governors have solely been on their own defending it.

He said the national government has been reluctant in remitting money to the counties, a situation which has forced governors to compromise on some projects in order to deal with the urgent ones.

"As you know Kisumu had a big work force and we needed to ensure that all of them are paid. This means we have to move out of our way to get more money from other sources," he added.

He however, said he will be relying on his past records to convince the residents to grant him a second term, so that he can fully implement his manifesto.
