A section of leaders from Siaya County has blamed the Independent Electoral and Boundaries Commission for the low voter registration turn out.
According to the leaders, IEBC has issued insufficient BVR kits something they said is negatively affecting daily targets.
Led by former chairmanBondo Town Council, Henry Ondeje, the leaders claimed that the shortage has created confusion in a number of polling stations.
He claimed that Jubilee government strongholds were meeting their daily targets because they had been supplied with sufficient BVR kits.
He said the move was deliberate from the Jubilee coalition as a means of denying the opposition victory ahead of the August polls.
