Interior Cabinet Secretary Dr Fred Matiang'i will now assume roles of 'Super Minister' if at all changes made in various departments on Friday by President Uhuru Kenyatta is anything to go by.

Through Executive Order No 6 of 2019, Uhuru revised his first order, giving more powers to the minister, a move that would raise eyebrows in government.

Dr Matiang'i will now initiate, supervise and monitor government projects following the decision to move Presidential Delivery Unit that was under Nzioka Waita to his ministry.

Also, the State Department of Immigration was moved to Matiang'i's ministry and renamed citizen services. Cohesion department will also be headed by Matiang'i.

“To foster the integration of the functions of Registration of Persons and the functions of Immigration, the State Department for Interior and the State Department for Immigration and Citizen Services are merged to establish the state department for interior and citizen services. 

"The State Department for Interior & Citizen Services shall be domiciled within the Ministry of Interior and Co-ordination of National Government,” reads the order.

Early this year, Uhuru elevated Dr Matiang'i to chair powerful National Development and Communication Cabinet Committee, which literally makes him chair the cabinet.

The president has insisted that the latest reorganisation will enable him to deliver his promises to the people under the Agenda Four programme.

“There is compelling need to orientate the scope and mandate of various ministries, State departments and State Agencies (MDAs) to expedite the ongoing implementation of the transformative vision for a better Kenya espoused as the Big 4 Agenda,” read the order.

The president justified the changes, saying they will help improve efficiency of delivering the mandate of his office.

“My administration is committed to enhancing efficiency, transparency, accountability and operational autonomy through a governance structure that ensures rapid delivery of public services to Kenyans in every part of the Republic,” said Uhuru.
