He noted that the report is worth adoption, adding that parliament is the ideal organ to implement the same at the end of the day. He castigated the opposition for arguing that there is a need for a referendum before the report can be implemented to the latter.

“We have read the BBI report and we realized that the issues raised are not controversial and therefore they should be given to state departments, to parastatals, and to parliament for purposes of implementation,” he said.

ODM leader Raila Amolo Odinga has been rooting for a referendum before the implementation of the report. He has insisted that Deputy President William Ruto is likely to manipulate the Members of Parliament over the report.

On his part, Ruto has affirmed that the report can be implemented by different levels of government. He believes that most of the recommendations in the report have been put into practice.

He has been asking leaders not to waste time rooting for a referendum because it is costly for no good course.
