The report that was carried in all the 47 counties by a technical committee from the education ministry recommended that parents and Boards of Management be educated on the need to adhere to the school entry age policy.

The report further called for adoption of alternative means of instilling discipline among pupils.

These measures were like enhancing guidance and counseling programmes with qualified counselors.

It also called on the ministry to identify strengths and weaknesses in leaner achievement so that curriculum and teaching interventions can be targeted for maximum effect among other recommendations.
