The voting age is one of changes the Council of Governors want addressed through constitutional amendment bill dubbed Ugatuzi initiative.
Currently, only those who have registered as voters with Independent Electoral and Boundaries Commission are allowed to cast votes.
Usually, registration is a continuous exercise and involved only those who have attained 18 years and above with their National ID as primary confirmation document.
And the CoG, in its proposals, wants IEBC to legally recognize all citizens who have attained 18 years and above as voters. They must have ID cards.
In addition, the CoG also wants voting to be made compulsory for such citizens, a move that could further escalate debate in the country.
"Participating in elections shall be compulsory for every Kenyan over 18 years of age as a national and patriotic duty. The national identity card shall be the only document required for purposes of voting," read the statement.
Further, the CoG wants IEBC to be devolved, arguing that results such as those of gubernatorial, MPs and MCAs race should be declared at the county level.
Currently, all results are announced at the National level with the IEBC commission confirming them. The proposal could also ignore yet another debate.
"The Independent Electoral and Boundaries Commission should be devolved into 47 Counties. Elections for MCAs, Governors, Senators, and members of National Assembly shall be conducted and concluded at the County level."
At national level, the Council of Governors want all counties to be represented in the executive. Appointments of ministers, PSs and assistant ministers should reflect all counties.
"Each county must be represented in the Government to have either a cabinet Minister, Deputy Minister or a Principal Secretary," added the statement.
