The embattled chief executive officer suspended the speech then resumed it but was met with an interruption in the form of chants.

She was forced to deliver the speech through video.

Tanya Chan, an opposition legislator, claimed that Carrie Lam was responsible for the violence and the political crisis that had engulfed the territory.

"Both her hands are soaked with blood," she said.

"We hope Carrie Lam withdraws and quits. She has no governance ability. She is not suitable to be chief executive," Tanya Chan added.

Hong Kong has been in the throes of a grinding political crisis as protesters take to the streets to demand an expansion of the democratic space.

Pro-democracy activists want Carrie Lam to tender her resignation for cosying up to Beijing.

In her address, she fired a warning to the protesters, saying that activities that threaten the sovereignty, security and development of Hong Kong would not be tolerated.

"Any acts that advocate Hong Kong’s independence and threaten the country’s sovereignty, security and development interests will not be tolerated," Carrie Lam said.

As soon as she entered the chamber, there was an eruption of protests even before she uttered a word.
