Kirinyaga Governor Anne Waiguru has raised concerns over the success of devolution.
Speaking during an interview with The Star on Thursday, Waiguru said that the lack of resources is among the reasons why devolution is yet to bear fruits. She argued that the attempt by the national government to control county governments has been a major threat to devolution.
She appealed to the national government to reconsider the idea of forcing county governments to clear pending bills among other issues. She opined that the national government has been using all means within its reach.
"The greatest challenge facing devolution is resources. Functions were devolved but the money did not follow and so a lot of money has been left in Nairobi. If we could deal with that, half the problems would be solved," Waiguru said.
Waiguru lamented that the funds set aside to support devolution have not been flowing smoothly to the counties as expected. She argued that the lack of funds has made it hard for governors to live up to their expectations.
The former devolution CS said that time has come for the government to ensure that funds meant for devolution are channelled to the same units for the sake of their growth.
