In April, Governor Nyagarama vowed to ensure irregularly employed people were removed from the payroll, a move that saw over 1,000 frozen by the authorities.

The governor said he was not going to move back, adding that those responsible for escalating wage bill would be disciplined by his government if found guilty.

"I am not moving back. We must know how some got employed without following of proper procedures. We must ensure that the payroll is cleansed," he had said.

The affected parties were asked to resubmit their credentials, with the payroll audit committee admitting that some names were erroneously ignored in the final list.

But it has since emerged that over 240 have been sneaked back, a move that caused protests from some of their affected colleagues on Tuesday.

County Secretary Eric Onchana, who was at time accused of precipitating the employment crisis, on Tuesday said that he will not allow selective justice.

"If at all someone has been sneaked back, that's wrong. We can't have few allowed back while others are suffering. That will not happen as long as I am here," he said.

Throughout that time, Governor John Nyagarama locked himself in the office, even as the affected parties pitched tent outside the headquarters.
