He argued that Haji, in particular, is not that kind of person who can be swayed from one side to another to provide a doctored report as perceived.

The lawmaker alluded that Haji and his colleagues in the commission are competent and experienced enough to provide Kenyans with the right recommendations as we seek to transform the nation in different ways.

"If Yusuf Haji was the sort of chairman that would be pushed in the manner suggested, this report could have been drastic, "he said.

Mutula further noted that if Haji was a walkover then the document could be having endless loopholes for better governance, adding that it has given room to elites to contribute their thoughts as well.

He added: That you will see things flying all the place. But you can see some element of moderation in that in terms of how the proposals have been crafted for purposes of providing an avenue for Moses Kuria here and this is very intelligent to look at it and say why don't you remove two and put three and put a six," he said.
