A leaked letter dated 3rd July allegedly from the Office of the President to the Attorney General pleading with him to take a political approach while dealing with the Division of Revenue Bill between the National Assembly and the Senate has exposed major cracks in the Jubilee government.
The letter has seen some of the members of the Jubilee government siding with President Uhuru Kenyatta while others siding with Deputy President William Ruto.
“The purpose of this note is to bring this matter to your attention and request withholding of gazetting of the said Warrant Authority and to urgently initiate a political process to have the Division of Revenue Bill and County Allocation of Revenue Bill enacted into law so as to operationalise the funds…,” the letter which has Justus Nyamunga, the Secretary, Budget and Policy Strategy’s signature read as quoted by the Standard Digital.
According to a report by the Standard Digital, the State House on Wednesday denied the letter which contained ‘The Presidency’ letterhead claiming it was not genuine and did not represent the views of the president.
Officials from the office of the Deputy President, on the other hand, could not understand how the State House could disown a letter which has its own letterhead.
They also denied claims made by the State House that the letter originated from an official who works in DP Ruto’s office and instead bounced the allegations back to the Office of the President.
On Wednesday, DP Ruto had indicated through his Twitter handle that after consultations which had been directed by President Uhuru Kenyatta, a bill was to be published in the parliament where the National government was to forego some resources to share the revenue to the county governments.
