It is emerging that MV Harambee, the ferry from which a car with two occupants rolled into the Indian Ocean, was to be decommissioned in 2011.
Speaking during a panel discussion on KTN Tuesday night, veteran security analyst George Msamali revealed that the ferry was supposed to be withdrawn from service in 2011 but that never happened.
He wondered why it was allowed to operate for eight more years after its decommissioning.
"MV Harambee was supposed to be decommissioned in 2011, why is it still doing the trips? I mean this was a disaster in waiting," Msamali said.
Preliminary investigations have found that the ramps of the ferry were faulty as they could not be raised so as to prevent the prospect of a vehicle rolling off the hatchways into the sea.
