Former presidential candidate Mohammed Abduba Dida has once again cracked an uproarious joke while commenting on the proposal to make Huduma Namba mandatory.

In a tweet on Thursday, Dida said the government was obviously using weed (marijuana) after it drafted a Bill that will see citizens without Huduma Namba blocked from accessing vital government services.

The teacher-cum-politician said the proposal will make it impossible for young men, without the unique identification document, to marry their girlfriends or even operate businesses if it becomes law.

"Your own money but you can't start a business without Huduma Namba (something that hasn't been there in the constitution). You have a girlfriend, you love her but you can't marry her because you don't have Huduma Number! Legalise weed! The government is obviously using it!" Dida tweeted.

The hilarious politician was apparently making reference to a proposal that those without Huduma Namba will be denied services like; registering a marriage, company or a public benefit organisation, opening a bank account, transacting in the financial markets among others.

According to Interior Cabinet Secretary Fred Matiang'i who came up with The Huduma Bill, 2019, the enactment of the Bill will create an efficient identity system and enhance public and private sector service delivery through efficient conduct of transactions.

In March this year, High Court barred the State from using Huduma Namba data to withhold any services or block anyone from accessing public facilities.
