Machakos Governor Alfred has said that the stalemate between Senate and National Assembly has crumbled operations at the county level.

In a phone interview with Citizen on Monday, Mutua said that the standoff between the two houses is not good for the economy of this nation.

The Maendeleo Chap Chap Movement leader said the leaders of the two houses need to consider the plight of the people before they held governors hostage. 

He reiterated that little is going on at the county level because of the division between the MPs and Senators over the allocation of funds to the governments.

“Counties are not working…I have no money to pay salaries this month. This is an issue of whether we want devolution or revolution in this country!” Mutua said.

He also said that the fact that counties are dependent on the national government has made it difficult for them to operate on their own when such situations arises. The governor noted that there is more that needs to be done at the end of the day."

We have set up systems so as to discontinue this dependency but the problem has always been counties not being allowed to operate as gov’t," he added.
