The journey for the popular initiative push for referendum 2019 officially came to a closure on Friday following communication from Parliament.
Dubbed Punguza Mizigo Bill, the initiative was engineered by Thirdway Alliance party through constitutional lawyer Dr Ekuru Aukot.
Speakers Kenneth Lusaka (Senate) and Justin Muturi (National Assembly), issued a Gazette notice on Friday effectively closing the journey for the bill.
In the notice, the two observed that the bill did not garner requisite support from county assemblies as required by the law.
“Three county assemblies approved the draft Bill and that consequently the threshold required under Article 257(7) of the Constitution for the introduction of the Bill in Parliament has not been met,” the speakers concluded.
“The constitution required the speaker of the County Assembly to deliver a copy of the draft Bill to the speakers of the two Houses of Parliament with a certificate that the assembly had approved the draft Bill,” the Gazette notice reads.
During the debates, 22 assemblies rejected the bill while the other 22 failed to debate. Only three counties passed the bill.
On Friday, Aukot revealed plans to unveil a polished document that will undergo the same process, pouring cold water on the Building Bridges Initiative report.
"They've said they shall be releasing their predetermined report on Tuesday next week. It is their right, but guess what? We shall be launching the PEOPLE'S Punguza Mizigo Kenya phase 2. It is carefully redrafted and well thought out after receiving the public views. #PMK dawa yao," he said.
