Central Organisation for Trade Unions boss Francis Atwoli has faulted the outcome of Building Bridges Initiative report.
The BBI task force report was unveiled to the public on Wednesday in a function that was attended by a host of leaders.
Speaking in Kisumu on Thursday, Atwoli insisted that the team did not meet the expectations of Kenyans who have been rooting for end of divisive polls.
“The report did not address the issue of exclusivity in governance which is the main reason why Kenyans fight every electioneering period,” he said.
Atwoli maintained there was nothing new in the BBI report other than the reintroduction of a weak Prime Minister (PM).
“The issues they have recommended in the report are all in the current constitution. They have only changed the position of the leader of the majority to a prime minister,” he said.
According to him, he expected the report to recommend for introduction of a powerful prime minister post and two deputies.
The COTU boss also said the report should have also ushered in two deputy presidents for the purpose of inclusivity.
“We know our enemy which is governance – this is what they should address. As workers union, we told the task force that we wanted a powerful prime minister and a parliamentary system. Why are they sugar coating? Who do they fear?” he posed.
The report recommended introduction of a PM who will be nominated by the president through approval of parliament. The PM can be sacked by the president.
But Atwoli insists that the team should have adopted the parliamentary system of government which is 'less divisive'.
