An Act of parliament in the Amendment Bill of 2018 will see creation of Chief Cabinet Secretary in the secret deal between Raila Odinga and President Uhuru Kenyatta.

Multiple sources close to Raila intimates that the former Prime Minister will formally take over the position once parliament amends the constitition.

In the Bill, the Chief Secretary shall be an automatic member of the cabinet and will have two deputies who will be appointed from among Cabinet Secretaries.

The core function of the Chief Cabinet Secretary shall have authority to coordinate and supervise the executions and functions of the government.

Also he shall appear before parliament or any of its committees to respond to issues that cuts across all government departments.

Further, he shall perform other duties as it may be assigned to him by the president under the written law.The Chief Secretary can also assign his duties to any of his deputies.

While Raila has severally dismissed claims that he will make his way back to government, sources privy to the MoU say he will be the first holder of the position once parliament passes the Bill.
