Director of Public Prosecutions (DPP) Noordin Haji on Friday ordered for the arrest of Kisumu County Assembly Speaker Onyango Oloo.

Oloo has found himself in the red for allegedly not following the right procedure in the award of Sh4.1 billion tender for the construction of a multipurposes Lake Basin Mall.

DPP’s order came after detectives arrested Bobasi MP Innocent Obiri and Chinese National John Zeyun Yang, who is among the officials of a construction firm tasked with the project in question.

The two were arrested and detained over the saga awaiting an appearance in the court to respond to the charges levelled against them.  

Haji has also directed detectives to arrest 27 more officials of the Lake Basin Development Authority (LBDA) after they were reportedly involved in the inflation of a tender amounting to Sh1.6 billion. 

Haji has said that he has enough evidence to prove that Yang and Zing Jing bribed Oloo with Sh17 million as well as other benefits in order to win the tender to construct the mall. 

Haji also said that the award of the tender is against the laws of procurement, adding that action will be taken against the suspects with immediate effect as the crackdown on corruption gains momentum. 

Haji said that Oloo was bribed alongside the former chairman of the Finance and Establishment Committee of the LBDA board, George Odawa to ensure that they inflated the cost of the project up to Sh4.1 billion when the initial cost was Sh2.5 billion.

The arrest came after the Ethics and Anti-Corruption Commission (EACC) confirmed receiving complainants from different persons over the award of the tender of the mall.
