Political commentator Edward Kisiang'ani has poured cold water on the Building Bridges Initiative (BBI) report, which was handed to President Uhuru Kenyatta on Tuesday.

In the report, the 14-member taskforce has proposed among others, the introduction of a Prime Ministerial position, whose holder will be picked by a duly elected president.

Kisiang'ani is of the opinion that the fact that both the Premier and the Opposition Leader will be in parliament will cause a clash in the house.

He suggests that since the opposition leader will be expected to oversee a person constitutionally senior to him, the premier, its likely that the nation will be treated to a clash should it pass.

"Media Houses have now accessed the BBI report. We now know the report proposes post of PM. A PM controlled by the President. Then a loser in the Presidential race becoming leader of opposition supposed to put a PM controlled by the President to task in Bunge. See the clash?" he tweeted on Tuesday night.

He also pointed out that the existence of a Prime Minister, part of the executive, in the Parliament, will make it hard for the house to hold the executive accountable.

"A constitutional Amendment which creates a bed for the Executive in Parliament is an affront to the principle of Separation of powers and the doctorine of checks and balances. My initial reaction to the BBI report is that it is problematic and confusing," he said.

According to the report, the leader of the opposition will be the contestant who appears second in the presidential race. It has not proposed any changes regarding the number of constituencies and counties.
