The outspoken legislator gave his overview of how people responded to the BBI team.

"What I have observed is that those who turned out to give their views are only those who agree with the handshake and who already have fixed their minds that we will have a referendum to create a parliamentary system under a powerful executive Prime Minister and a popularly elected but powerless President. Those who do not support the handshake and who are opposed to a parliamentary system did not turn out to give the dissenting view," he said.

According to Kuria, the nation is greatly divided into two. Holding the referendum will divide it even more.

He believes the referendum might fail if the government will proceed ahead with it.

He opined that its best for the government to wait until 2022 for a referendum.

"As Parliament, we are ready to make any changes necessary now and leave the rest to a referendum that will be held alongside the 2022 General Elections," he said.

The BBI team was set up by President Uhuru Kenyatta and ODM leader Raila Odinga to collect views from Kenyans about the referendum.
