In a meeting held on Thursday, Raila pledged to work with CAF in strengthening devolution by ensuring they are granted financial autonomy from the county executives in spending monies allocated to them by the Commission for Revenue Allocation

"Raila assured Members of the County Assemblies of his support for wards to be the units of development in the country as part of the effort to strengthen devolution," reported his personal secretary Dennis Onyango.

Waweru accused the former Prime Minister of hypocrisy for supporting establishment of the ward as the unit of development, when he has been in the forefront in opposing Punguza Mizigo Bill which has made a similar proposal.

"Raila Odinga wacha unafiki (stop hypocrisy), your suggestion to use the ward as the unit of development is not a new discovery it is already in the #PunguzaMizigoBill2019 that you are vehemently opposed to," the Thirdway Alliance boss tweeted on Friday.

The Constitutional Amendment Bill has already been taken to 16 County Assemblies and on Tuesday Uasin Gishu became the first County Assembly to endorse it after 46 MCAs voted for it.

“If all the wards become the centre of development, that means Kenya will develop. The assembly was of the opinion that Punguza Mizigo Bill will address the perennial election violence in Kenya through the provision of one term presidency,” said Majority Leader Josphat Lowoi after passing of the Bill.

The proposals which are being fronted by former presidential candidate and constitutional expert Ekuru Aukot suggests one-term seven-year presidency among other provisions.

However, Raila has opposed the Bill saying it won't solve problems Kenyans are facing, claiming they can only be addressed through the Building Bridges Initiative (BBI).
