Emerging details have lifted the lid on the suspected misappropriation of Sh32.5 million at the Siaya County government, allegedly pair to one of the house committees.

His follows the emergence of a report revealing how county administrators paid the monies to Project Management Committee (PMC) members, who are not even there.

The monies were paid from October 2018 to February 2019, but the report by the Finance Trade and Industry committee shows that some signatories of the recipients were forged.

The committee said that it discovered false signatures when it visited West Yimbo where Sh1.14 million was allegedly paid, where it found out that the legally paid members were paid only Sh3000, which was again inflated to Sh18,000.

"The committee noted several instances of doctored payments, most members received an average of Sh3,000 but the payment list indicated Sh18, 000 and above,” reads the report after the June 11 visit.

According to the report signed by committee Chair Peter Oduor, the same was the case in Gem Sub County where Sh223, 000 shillings was reportedly paid to nonexistent PMC members.

The same trick was allegedly applied in the Nambo Water Project, where those listed as having been paid paid arenot PMC members.

The committee now wants the area administrator to refund the Sh886,900 used in the payment.

“The committee found out that most projects in financial years 2015/2016 and 2016/2017 did not have PMC members and that the ward administrator wrongly claimed money for projects,” it further reads.
