The Council of Governors (CoG) is rooting for the creation of the post of the Prime Minister aa referendum looms.
The draft dubbed the Ugatuzi Initiative, governors said that they are backing the strengthening of devolution for better service delivery to the tax payers.
The county bosses want the executive expanded to include the post of the PM.
Under the new structure, the governors are advocating for the President to serve as Head of State, Deputy President and Prime Minister, who will act as the Head of Government.
The structure also roots for the creation of two Deputy Prime Ministers posts The governors have also said that they want the cabinet to comprise of not more than 18 Cabinet Secretaries and 22 Deputies who should include Parliamentarians.
According to Kakamega Governor Wycliffe Oparanya, who is also COG chairman, the new structure have been reached after the governors took into account the challenges they have been facing since the new constitution was inaugurated.
Oparanya said that counties require more funds for better performance. He noted that funds will be allocated to cater for the needs of special groups.
“5 per cent of 45 per cent of what Counties receive shall be reserved for the special interest groups (youth, women, Persons with Disabilities and other marginalized/vulnerable groups) as computed by Commission for Revenue Allocation,” Oparanya said, as quoted by Capital FM.
Makueni Governor Kivutha Kibwana said that his colleagues are ready to bring on board suggestions from other leaders to ensure the proposals meet the needs of the general population at the end of the day.
