According to political analyst Tom Nduko, the remark was unfounded, which can only worsen the hostility already existing among politicians over the issue.

Speaking on KBC English Service on Wednesday, he noted that what is going on in the political arena is merely a debate on the direction the report should take and not a decision by itself.

He found it worrying that the Speaker has failed to notice this, and is now declaring that the house cannot discuss the report, which has angered some political players.

"Who told the Speaker that BBI is going to parliament?.. the next process will be decided after a discussion," he said.

Muturi made the remarks on Sunday, where he stated that the report should be taken to the citizens for discussion, which indirectly points at his support for a referendum.

Nduko now says that Muturi's is another case of state officers misusing their offices by making baseless remarks for political mileage.

"Don't comment carelessly just because you have an office, which is also not parmanent. Leaders should know when to speak," he added.
