The head of state said that the project was put on hold because it was overpriced. He noted that it is neither technically nor financially viable hence the need to cancel it for the sake of public interest.

On July 22, the Director of Public Prosecution Noordin Haji ordered for the arrest of the then Treasury CS Henry Rotich and his PS Kamau Thugge over the loss of the funds in the Arror and Kimwarer dams project.

The duo were arraigned in court but they denied the charges levelled against them.

The court later released them on bail. Haji named 26 suspects and two companies in the alleged loss of funds in the Arror and Kimwarer dam.

The suspects were charged with abuse of office, conspiracy to defraud and engaging in a project without planning among other charges.

President Uhuru later replaced Rotich with Labour Cabinet Secretary Ukur Yattani pending determination of his case. The embattled CS has, however, maintained that he is innocent.
