The Head of Public Service Joseph Kinyua's directive comes as a reminder after President Uhuru Kenyatta's earlier gave a directive that the same be done before November 30.

However, the majority of the counties owing suppliers have not done so yet, leaving suppliers dealing with the agony of not receiving their payments after supplying the counties.

Kinyua on Wednesday directed the counties yet to abide by the directive to report to his office as a commitment that they will clear the unpaid bills amounting to Sh130 billion.

"Note that the government has made a commitment to complete these payments by 30th November 2019. I urge everyone involved to take the necessary measures to meet the deadline," he said in a statement.

The 15 counties on the spotlight include Nairobi, Bomet, Nandi, Baringo, Garissa, Vihiga, Isiolo, Narok, Machakos, Kirinyaga, Tana River, Tharaka Nithi, Mombasa and Kiambu.

In June, an audit report indicated that Sh35 billion of the pending bills was fake, with some governors being accused of not paying contractors years after enjoying their services.

The revelation on fake bills landed mentioned county bosses and their procurement officers in a hard position explaining themselves.
