According to the Uwazi Consortium, the decision by President Uhuru Kenyatta and Raila Odinga to meet and agree to find common grounds in order to restore peace and stability was not reached through their political party systems.

The report released on Thursday found that the administrative and the executive branches of the state were not involved in the agreement on shared objectives between the two leaders.

"The 9 issues identified as causes of political, economic and social problems in Kenya through a formal statement released by President Uhuru Kenyatta and Raila Odinga in March 2018, have already been addressed in existing laws and are within the mandates of an existing independent, commission,," they noted in part of the report.

However, Uwazi applauded Uhuru and Raila since they complied with principals of regional, gender balance and ethnicity in appointing a task force to roll out BBI although the duo exempted youths and persons with disabilities.

The report, however, the outcome of the handshake and the leaders' operations thereafter, claiming that the BBI initiative is not transparent.

"The task force neither has known physical addresses for its offices nor a website, postal address, telephone number(s) or email address(s). It has not established clear roles and responsibilities for the members or an organizational structure that can enable meeting its objectives. The public hearings organized by the task force are publicized and mobilized through the National Administration structures." the report added
