According to ANC leader Musalia Mudavadi, who was given the ODM portion of the seat, the DP had been pushing for the DPM position, alongside that of the Local Government Minister in a government Raila shared with Mwai Kibaki.

He says that both seats were, however, given to him on the virtue that he was Raila's running mate and ODM second in command in the 2007 poll, where Raila accused Kibaki of rigging him out.

“During the elections campaign, we had marketed Raila as our President, with me as his running mate," says Mudavadi in his new book "Soaring Above The Heights of Passion".

He states that there appears to have been a deliberate plot by Raila, who took over the Prime Minister slot, and Kibaki, whose side was to provide the co-Deputy Prime Minister, to lock Ruto from the position.

Mudavadi writes that despite being aware that Ruto was keen on being Deputy Prime Minister, the two emerged with the names of himself (Mudavadi) and then Gatundu South MP Uhuru Kenyatta to fill the DPM positions.

“I also got the feeling that between him (Raila) and President Kibaki, there must have been some understanding about who would be the two DPMs, one of ODM and the other of PNU-Kanu. That is how Uhuru, for example, became DPM on the PNU-Kanu axis,” he says.

According to Mudavadi, the decision to lock out Ruto from the post was as a result of his implication in 2007 post-election violence between Kikuyu's and his Kalenjin tribesmen.

He adds that Ruto's only granted wish was his ambition to he the ODM Deputy Party Leader. To settle the case, the position was split into two and shared between him (Mudavadi) and Ruto.

The Local Government Minister slot was also given to Mudavadi, then a very close ally of Raila, while Ruto was given the Agriculture docket.

The loser on Kibaki's side was apparently then Gichugu MP Martha Karua, whom Mudavadi says felt she also deserved the DPM seat.
