Former Treasury Cabinet Secretary Henry Rotich and PS Kamau Thugge were on Thursday charged afresh in the multimillion dam scandal. The two had to plead afresh to several charges over the loss of funds in the Kimwarer and Arror dams project in Elgeyo Marakwet County.
The duo denied more than 20 charges each after the Director of Public Prosecution (DPP) recommended for the fresh allegations against them, Daily Nation Reports.
Rotich and Thugge faced a number of charges including abuse of office, conspiracy to commit a crime, the award of contracts without following proper procurement procedures, and misuse of powers among others. The DPP also recommended their co-accused persons charged afresh.
They included; Former Kerio Valley Development Authority Managing Director David Kimosop, former PS Dr Susan Koech, Titus Muriithi (director of the resource mobilization at Treasury), Jackson Kinyanjui (head of Europe division) and chief economist, Kennedy Nyachiro.
The DPP said that he has sufficient evidence against the suspects. He accused them of colluding to defraud the government of millions of shillings. The detectives also said that the actions of the suspects led to the stalling of the projects at the expense of the general public.
While appearing in court, special prosecutor Taib Ali Taib told Chief Magistrate Douglas Ogoti that the contractor had requested to be allowed to skip the session until the next one.
The contract had been awarded to CMC Di Ravenna. The case against Rotich, Thugge and their co-accused will be mentioned on November 27.
